Responsibilities:

  • Analyze financial records and disclosure statements for financial, compliance and investigative audits of political campaigns
  • Perform audits in accordance with Generally Accepted (Government) Auditing Standards and following internally developed specialized programs
  • Manage assigned audit caseload in team structure
  • Provide assistance in planning activities of the audit team during the post-election period and coordinating the team’s activities with other CFB Units
  • Prepare written reports and correspondence that are clear, concise, accurate and timely
  • Communicate with campaigns in a professional manner and assist in providing guidance to campaigns on various audit and compliance issues

Essential Skills:

Qualifications:

  • A baccalaureate degree from an accredited college and three years of experience in one or a combination of the following: financial administration, accounting, compliance or investigative auditing, fraud reviews, working with a large public or private concern in budget administration, economics, finance, fiscal or economic research, fiscal management, personnel or public administration, program evaluation; or a related area; OR a satisfactory combination of education and experience in the areas described above
  • New York City residency must be obtained within 90 days of starting the position
  • Previous experience in performing audits in accordance with Generally Accepted (Government) Auditing Standards strongly preferred
  • A master’s degree is not required but will be a plus

Deputy Director of Auditing and Accounting

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks an experienced audit manager to serve as Deputy Director of its Auditing and Accounting Unit. The Unit’s core function is to perform detailed, timely audits of campaigns’ financial disclosure statements and supporting documentation in accordance with Generally Accepted Government Auditing Standards (GAGAS). This position reports to the Director of Auditing and Accounting. We offer a dynamic work environment, training, and excellent benefits.

Responsibilities:

  • Manage the unit’s workflow. This includes assigning caseloads to audit staff, ensuring deadlines are met, and re-assigning work as needed to ensure balance and timeliness.
  • Train, supervise, direct, and evaluate senior auditors on audit assignments and ensure quality of work. Ensure that all audit staff receives appropriate training and supervision from senior auditors.
  • Review work performed by staff; approve work papers, audit findings, and audit reports.
  • Edit draft and final audit reports and other correspondence.
  • Communicate with management and other CFB units on various audit and compliance issues and assist other units in investigations and enforcement actions.
  • Make oral and written presentations to CFB staff members and the Board.
  • Assist the Director in the overall management of the unit and perform Director’s duties in Director’s absence.

Essential Skills:

  • Audit management and supervisory experience.
  • A demonstrated ability to meet tight deadlines, coordinate multiple projects and manage shifting priorities.

  • A master’s degree or pursuing a graduate degree from an accredited university and at least six years of experience in one or a combination of the following: financial administration, accounting, compliance or investigative auditing, fraud reviews, forensic accounting, budget administration, economics, finance, fiscal or economic research, fiscal management, personnel or public administration, program evaluation; or a related area; OR a satisfactory combination of education and experience in the areas described above. At least three years of experience must have been in a supervisory capacity.
  • Previous experience in performing audits in accordance with the Generally Accepted Government Auditing Standards.
  • Background or interest in politics and government.
  • New York City residency must be obtained within 90 days of starting the position.

Press Aide

The NYC Campaign Finance Board (CFB), a nonpartisan, independent agency that enhances the role of New York City residents in elections, seeks a Press Aide to monitor media, produce the agency’s newsletter, contribute to the agency’s website, and assist with public disclosure, candidate debates and other projects related to campaign finance and voting during this important election year. The position may involve contact with the public and media.

Qualifications:

Candidates should have a fervent interest in NYC government and politics, a confident telephone manner, and a strong command of the written word. The ideal candidate will be a digital native who is highly organized and active on social media platforms.

Senior Auditor

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks an experienced audit manager to serve as a Senior Auditor in its Auditing and Accounting Unit. Systems Analyst

  • Identifying, documenting, and assessing end-user requirements

Qualifications:

Director, Regulatory Compliance Division

Job description

As the first municipal consumer protection agency in the country, the New York City Department of Consumer Affairs (DCA) has ensured that businesses and consumers benefit from a fair and vibrant marketplace for over 40 years. Today, DCA regulates 55 industries and licenses and inspects almost 80,000 businesses throughout the five boroughs. The Department enforces the City’s landmark Consumer Protection Law and related City and State laws; mediates thousands of consumer complaints; and prosecutes law-breaking businesses through our Administrative Tribunal.

As a small agency with a big mission, every staff member at DCA plays a critical role in ensuring success.

The Office of the General Counsel at DCA seeks an experienced manager to serve as its’ first Director of the newly established Regulatory Compliance Division. This position will offer the opportunity to take what is currently an idea, and effectuate that idea into developing a 16 person team; building the division’s framework and staffing from the ground-up. The Director will be instrumental in developing and implementing strategic approaches for examining licensees’ compliance with agency regulatory requirements and for the continuous oversight, development and implementation of protocols and policies to facilitate this assessment. A key component of the position will be developing the operational framework for the division, including the development of review protocols, working with IT to ensure computer and technology systems are in place, and working with other divisions to ensure proper workflow.

The Director will hire and supervise a diverse team comprised of attorneys, auditors, research, analysis, and clerical staff. Staff will be responsible for a substantial caseload which will involve conducting examinations of business categories, such as Process Server, Debt Collections, and Second Hand Auto Dealers, licensed by the Department, and determining compliance with the laws and rules enforced by DCA.

The work of the Regulatory Compliance Division will compliment the agency’s current aggressive litigation and field-based enforcement, referring cases for litigation to the Legal Division when appropriate. Although this position is not primarily a litigating position, the Director will also engage in, and help oversee, research, investigations and litigation handled by the Department’s Legal Division.

Qualification Requirements:
1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in”1″ above.
PLEASE NOTE: New York City residency is required within 90 days of appointment. However, City employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
